An **eval set lifecycle** is the process that keeps your golden dataset useful over time. A golden set that was excellent 18 months ago may be misleading today if production traffic has shifted, annotators have changed, and the model has been updated.
The lifecycle has five phases. Creation: build the set with diverse sampling, require annotator agreement (IAA above 0.7) before using the labels, and store everything in version control with metadata. Active use: run quarterly contamination checks and monitor whether the eval set still matches production query patterns. Refresh: when triggers fire (traffic drift, model updates, annotator turnover, or a fixed 6-month cadence), sample new queries, label them, and merge with the existing set. **Refresh triggers.** Four conditions: production distribution drift above threshold, major model provider update, annotator turnover requiring re-verification, and a fixed 6-month cadence as a safety net.
**Refresh process.** Sample new queries from recent production traffic, have current annotators label them, and merge with the existing set. Do not discard old items: they provide longitudinal comparability. Re-compute IAA on the merged set to confirm label consistency.
**Versioning.** Semver-style tags: v3.1 for minor refreshes (added items, same rubric), v4.0 for major overhauls (revised coverage, new rubric, different annotator pool). Record which model versions were tested against each set version. Archive old versions for historical comparison.
**Retirement.** When the product pivots and the eval set no longer represents the use case, archive and build fresh. Retrofitting an outdated set costs more than starting over.
